     1. Introduction

     1.1 Nearshoring versus offshoring

     Nearshoring is a form of offshoring where the destination country is nearer to the home office then
     would  be  the  case  in  the  more  traditional  form  of  offshoring.  The  definitions  of  offshoring  and
     nearshoring are:
            Ÿ Offshoring is defined as the movement of a business process done at a company in one
     country to the same or another company in another, different country. Almost always work is moved
     because of a lower cost of operations in the new location.
            Ÿ Nearshoring is "the transfer of business or IT processes to the same or another company in a
     nearby country, often sharing a border with your own country", where both parties expect to benefit
     from one or more of the following dimensions of proximity: geographic, temporal (time zone), cultural,
     linguistic, economic, political, or historical linkages. The service work that is being sourced may be a
     business process or software development.

     1.2 The NRCC's interest in nearshoring to Romania
     The mission of the NRCC is to increase the Netherlands-Romanian trade and investment by supporting,
     promoting  and  defending  the  interests  of  our  members. The  NRCC  also  provides  information  to
     members or aspirant members about doing business in Romania and the Netherlands. To the NRCC
     nearshoring from the Netherlands to Romania creates a way of working that is beneficial to:
            Ÿ The outsourcing company, which increases its competitiveness on the market;
            Ÿ The Romanian branch or partner, which brings in high quality work;
            Ÿ Romanian society and its government, who will benefit amongst other things from the influx
             of work and its contribution against brain drain;
            Ÿ The EU, since the work might otherwise be outsourced outside the union;
     Because of these benefits the NRCC believes that stimulating nearshoring will help it to achieve its
     mission.

     1.3 The target audience and purpose of this guide

     The NRCC targets two audiences: Dutch businesses that are considering nearshoring to Romania and
     the Romanian authorities.
     For Dutch businesses that are considering nearshoring to Romania this guide will be a comprehensive
     guide that will provide an overview of the potential and the challenges that come with nearshoring to
     Romania.
     The guide includes do's and don'ts from entrepreneurs that are currently active in Romania as well as
     advice from professional consultants.
