                  4. Remove link between the official position title on employment contract andeducation (job title
                 should be dependent on capabilities) and make length of probation period free to choose.
                 In Romania the position that you can give an employee in your company is dependent on his or her
                 diplomas. Accordingly, without the proper (and in Romania recognized) university degrees, you can
                 have difficulties in hiring for a specific position. Work experience, not only the university degree,
                 should be a valid ground for the position title afforded to a particular employee on the employment
                 contract.
                 Also, since the official position title on the employment contract has a meaning for the Romanian
                 authorities, some details, like the length of the standard probation period, are dependent of this. The
                 length of probation period has to be free to choose.

                  5. Have one central institute dealing with all companies in Bucharest, instead of doing this on
                 level of sector
                 The  division  of  Bucharest  in  sectors  is  not  facilitating  business  because  it  causes  unnecessary
                 paperwork when, for instance, moving from one sector to the other. It would be beneficial to have one
                 central institute dealing with all companies in the capital city, especially where tax collection is
                 concerned.

                  6. Set up a bureau for foreign investment
                 For instance modelled after the successful Polish agency for foreign investment Paiz.



                  7. Create a business incubator to facilitate start-up companies in high-tech industries.
                 A program designed to support the successful development of entrepreneurial companies through an
                 array of business support resources and services.

                  For example, University spin-offs should be encouraged and supported. Since high-tech industries are
                 particularly dependent on bright minds, creating the framework for top students to get involved should
                 be  a  priority,  so  as  to  give  them  a  chance  to  use  their  talents  and  knowledge.  It  is  proven  that
                 Universities are likely to be the best incubators for start-up companies, especially in the high-tech
                 industries.
